Cornmeal Sugar Cookies

1 cup white sugar
2 egg yolks
1 teaspoon vanilla extract
1 teaspoon orange extract
1 teaspoon orange zest
1 1/2 cups all-purpose flour
1 cup cornmeal
1/2 teaspoon salt
1/3 cup granulated sugar for decoration
1/4 teaspoon ground nutmeg
